For most people, the term “Title IX investigation” calls to mind allegations of rape, groping, unwanted sexual advances or a pervasive pattern of verbal abuse. Think again. Wisconsin’s Kiel Area School District, in deep red Manitowoc and Calumet counties along the western shore of Lake Michigan, has uncovered a new form of harassment. On April 25 they accused three eighth-grade boys of sexual harassment—and launched a Title IX investigation—for something called “mispronouning.” These children used “her” to refer to a classmate who wants to be called “them.”

Nationally, women now make up 60% of all college enrollments. At UH-Manoa, men constitute just 35% of first-time freshmen. That’s a gender breakdown so lopsided that it’s beginning to raise questions about why men aren’t opting for college — and where they’re ending up instead.
Fifty years ago this June, Title IX was enacted into law, prohibiting gender discrimination at educational institutions that receive federal funding. The landmark legislation, shepherded by the late Hawaii Congresswoman Patsy Mink, was a driving force behind the evolution of college campuses.
Back then, men made up about 60% of students enrolled in higher education institutions.
Today, women hold that majority.
Meanwhile, Montana Attorney General Austin Knudsen, leading a coalition of 15 Republican attorneys general, has called on the U.S. Department of Education (DOE) to cancel its plan to revise Title IX.
The AGs argue a new interpretation of Title IX to include gender identity would provide a way for the federal government to “improperly intrude into parental decision-making regarding the education and upbringing of their children.”
“An interpretation of Title IX that supports such radical positions runs contrary to the role of the Department of Education, the text of Title IX, and parents’ constitutional right to decide what is in the best interests of their children,” they wrote.
